The Borough of Middletown operates its own electric, water, and sewer systems and bills the residents and businesses of town for these services. The water and sanitary sewer systems are owned by the Middletown Borough Authority and are leased to the Borough of Middletown, which operates the systems. This is commonly referred to as a lease-back facility. The Middletown Borough Authority consists of five (5) members who are appointed by the Middletown Borough Council to serve in this capacity.

The Borough owns and operates its own electric distribution system. Since there are a limited number of municipalities within the State of Pennsylvania who fall into this category, this makes the Borough of Middletown somewhat unique.
The Supervisor of the Electric Department is Greg Wilsbach (948-3000). In addition to the Supervisor, there are three (3) 1st class linemen, one (1) 2nd class lineman, and one (1) utility worker who maintain the system. The Electric Department is located adjacent to the Borough Hall with its business hours being 7:00 am to 3:30 pm, Monday through Friday.
The electric system provides light and power to the Borough's residents and commercial establishments at very economical rates. The income from the sale of electricity stays in the Borough, which would otherwise go to other electric utilities if the Borough did not own its own distribution system. This enables the Borough to offset other costs that would normally be passed onto the residents in the form of higher taxes, etc.
The Department provides other services with the Borough such as street lighting and traffic light maintenance. In addition, Department employees perform other work which would normally have to be contracted out at further expense to the residents. This work consists of hanging and installing the Borough's many holiday decorations, hanging banners over highways, inside electrical work in all Borough-owned facilities, and tree trimming, to name just a few.

Highway/Property Department

The Highway/Property Department is located at Wilson and Grant Streets with its business hours being 7 am to 3:30 pm, Monday through Friday. The Department is supervised by Solomon Swartz (948-3054). In addition to the Supervisor, there is a Foreman, eleven (11) maintenance works and one (1) mechanic.
The Department is responsible for the maintenance of twenty-six miles of streets and alleys. This includes the rehabilitation of streets, snow removal, repairing of potholes, street sweeping and leaf removal. Also included in this maintenance is curb painting, and traffic & street sign maintenance. In addition, the Department is responsible for the general maintenance and up-keep of all Borough properties including all buildings, the municipal pool, the boat landing, and the various parks and playground areas. The Department is also responsible for the clean-up day at the Borough dumpster.
The Borough garage is also a part of the Highway/Property Department. The Certified Master Technician, Michael Goodling, is responsible for the maintenance, repair, and inspections of all Borough vehicles.
WOODY WASTE COLLECTION is the last Wednesday of each month. Call 948-3054 to schedule pick up.

The Utility Maintenance/Operations Department is responsible for the operation and maintenance of the Borough's drinking water treatment facilities, water distribution and storage facilities, wastewater collection system, wastewater treatment plant, and biosolids treatment facility. The Department is supervised by Ken Klinepeter and Donald Hartman (948-3055). In addition, the staff consists of seven (7) licensed technicians assigned to treatment operations, three (3) maintenance employees assigned to wastewater collection and water distribution system maintenance and repair, one (1) mechanic assigned to equipment maintenance and repair, and one (1) administrative assistant. The Department's hours are from 7 am to 3:30 pm, Monday through Friday. For all after-hours emergencies, residents should call 948-3000.
Water Treatment
The Borough's water supply has been operated by the Borough since 1957 and serves customers in Middletown, as well as 40 customers in Lower Swatara Township. In addition, the Borough is the exclusive wholesale provider of drinking water to the Borough of Royalton. Our system is supplied by groundwater, which is pumped from six (6) wells located throughout the Borough of Middletown. All sources are treated with chlorine and a fluoride solution is also added. State licensed operators monitor each source, all treatment processes, and collect samples for analysis at a State-Certified Laboratory. The Borough distributes an annual "Consumer Confidence Report" on water quality to all of its consumers each July. Please watch for it in your mailbox. Wastewater Treatment
Middletown owns and operates a 2.2 million gallons per day municipal wastewater treatment plant that provides service for the Borough of Middletown and Royalton and portions of Lower Swatara Township. The Wastewater Treatment Plant is located at the South End of Lawrence Street and has been serving our residents since the 1950's. It is operated seven days a week but is only fully staffed Monday through Friday from 7 am to 3:30 pm. Existing wastewater treatment plant process units include a solids grinder and grit removal, primary clarification, biological treatment with clarification, chlorine addition for disinfection, and aeration prior to discharge into the Susquehanna River.
Biosolids Treatment Facility
The newest addition to the Borough's wastewater treatment process in the Biosolids Treatment Facility, which is located next to the Wastewater Treatment Plant at the South End of Lawrence Street. This new facility was put into operation earlier this year. The normal wastewater treatment process results in biosolids, which, in the past, was placed on area farmers' fields. However, with this new process, the biosolids are treated with lime and then undergo a pasteurization process, which produces Exceptional Quality Biosolids. This end product can then be sold or given away to the general public for use on gardens, lawns, flower beds, and other general uses. In addition, these biosolids contain organic matter and nutrients that are an excellent resource to be used as an organic supplement fertilizer, thereby allowing farmers to save money by reducing the need for expensive fertilizers. A testing Quality Assurance Program, which is three times more stringent than US EPA requirements, ensures that all pathogenic organisms have been eliminated from the biosolids. Middletown's Biosolids Treatment Facility is one of approximately 45 similar operations in use throughout the United States, as well as overseas.
