In addition to appointing members to the Middletown Borough Authority, Borough Council also appoints individuals to serve on the Police Civil Service Commission, Library Board, Zoning Hearing Board, Planning Commission, Shade Tree Commission, and Historical Restoration Commission.

Middletown Borough Authority

The Borough's water and sanitary sewer systems are owned by the Borough Authority, who, in turn, leases these facilities to the Borough to operate. These facilities include the wells from which the Borough obtains its water supply, the facilities used to treat the water with the necessary chemicals to make it suitable for drinking purposes, and the distribution system (pipes). Also included are the sanitary sewer collection system (pipes) and the wastewater treatment plant where the collected wastewater is treated before discharge to the Susquehanna River and the residual solids produced from the treatment system are further processed into biosolids which are used for soil enhancement. Middletown Public Library Board

The Library Board establishes the policies to govern the operation of the Middletown Public Library and works closely with the Head Librarian to keep abreast of the needs of the Library. In addition, the Library Board works closely with the volunteer organization known as The Friends of the Library both in fundraising efforts and volunteer staffing. Also, the Library Board sponsors a semi-annual used book sale, which typically is held in the months of April and October. Call (717) 944-6412 for information.

Zoning Hearing Board

The Borough's Zoning Ordinance sets forth various front, side and rear yard requirements, lot sizes, coverage limitations, use regulations, height restrictions and other regulations pertaining to land parcels and structures. The Borough's Code Enforcement Officer enforces the provisions of the Zoning Ordinance. When it is determined that an individual cannot meet one or more of the zoning regulations, that individual has the right to appeal to the Zoning Hearing Board for a variance and/or special exception to the regulation(s). The fee for this appeal process is $275. Once the individual has completed the application for the appeal and paid the required fee, a meeting of the Zoning Hearing Board is scheduled to hear the appeal. These meetings are typically held on the third Wednesday of the month in the Conference Room on the second floor of the Borough Hall, 60 W. Emaus Street, Middletown, beginning at 6:30 p.m. At the meeting, members of the Zoning Hearing Board hear testimony from the individual and other interested parties. The Board has 45 days from the date of the meeting in which to notify the individual of their decision. Planning Commission

When individuals propose to develop parcel(s) of land, to subdivide a property, or to convert a residential structure into two or more units, they are required to obtain approval from the Planning Commission. In all these cases, the Planning Commission subsequently makes recommendations to Borough Council who has the final authority to either accept or reject the said recommendations. In addition, the Commission provides input to Borough Council regarding changes, modifications, etc. to the Zoning Ordinance and the Subdivision/Land Development Ordinance.

The meetings of the Planning Commission are held on the second Wednesday of each month at 5:30 p.m. in the Conference Room of the Borough Hall, 60 W. Emaus Street, Middletown, PA. Members of the Planning Commission are appointed by Borough Council to serve staggered four-year terms. The current members of the Planning Commission are:

Police Civil Service Commission

The Police Civil Service Commission is charged with the responsibility of conducting examinations for entry level police officer positions for the Borough's Police Department and subsequently preparing the "Certified List of Eligible Candidates" from which Borough Council selects an individual to fill a vacancy within the Department. The Commission also conducts examinations for promotions within the Department. In addition, if an officer is suspended, removed or reduced in rank, that officer can appeal said action to the Civil Service Commission.

The Civil Service Commission does not meet any set date, but rather meets as necessary to establish a new "Certified List of Eligible Candidates", to conduct examinations for promotions, or to hear appeals. Shade Tree Commission

The Shade Tree Commission has exclusive custody and control of street trees in the Borough and grants authority to tree owners to plant, remove, maintain and protect the trees on the streets of the Borough. Whenever a property owner wishes to remove and/or plant trees along the streets of the Borough, it is necessary to obtain written permission from the Commission in advance of proceeding with the removal/planting. Forms for this purpose are available in the Borough's Code Enforcement Office.

The meetings of the Shade Tree Commission are typically held on the first Wednesday of each month at 9:00 a.m. in the Conference Room on the second floor of the Borough Hall, 60 W. Historical Restoration Commission

The Historical Restoration Commission maintains a written file of all historical properties within the Borough and encourages owners of said properties to maintain, restore, and repair said properties. The Commission also maintains historical public landmarks within the Borough. In addition, they administer the operation of the Historical Museum located on the second floor of the Middletown Public Library, 20 N. Catherine Street, Middletown, PA. Middletown Historical Society

The Middletown Historical Society, which is an independent not for profit corporation, works closely with the Historical Restoration Commission and, in fact, most of the members have dual memberships. Since 1976 the Historical Society has been sponsoring the Annual Colonial Arts & Crafts Fair in Hoffer Park each June. This two-day Fair has been a very successful event which draws crowds from all over Pennsylvania, not to mention surrounding states. Call (717) 944-0232 for information.


Vacancy Board

If a vacancy occurs in the Office of Mayor, Member of Council or Tax Collector by death, resignation, moving from the Borough or ward in the case of a member of Council, the Borough Council has 30 days to fill such vacancy. If Borough Council fails, for any reason, to fill this vacancy in the required 30 days, then the vacancy shall be filled within 15 additional days by the Vacancy Board. The Vacancy Board consists of Borough Council, exclusive of the Mayor, and one registered elector of the Borough who is appointed by the Borough Council at the Reorganization Meeting, which is held the first Monday in January after a municipal election. This individual serves as Chairman of the Vacancy Board.

Homestead Program Executive Committee

During the 1970s and 1980s, the Borough received funding through a number of Federal programs. Some of these funds were used to provide loans or grants to owners of property within the Borough to rehabilitate and/or acquire their homes. In the case of the loans, the money that was repaid was set aside to establish a special revolving account for the purpose of continuing to provide low-interest loans to low and moderate income property owners within the Borough. This program is still in existence today. The maximum loan amount available is $10,000.00 at 1% or 2% interest based upon income levels for the household. Loan approvals/rejections are determined by the Executive Committee, which meets on an as-needed basis. Call (717) 948-3050 for information.

Greater Middletown Economic Development Corporation (GMEDC)

Greater Middletown Economic Development Corporation (GMEDC) The GMEDC is an independent not for profit corporation which formed in 2004. The key program of the GMEDC is supervise the Borough's Main Street and Elm Street revitalization programs. These grant programs and the many GMEDC community events are helping to revitalize Middletown. GMEDC has individual and corporate sponsors from throughout the Middletown area. The GMEDC Executive Director is Mr. Stefan Klosowski.
